I don’t think it’s 100% on Perez. Easily avoidable by both, and I would probably call it a 60% Carlos and 40% Checo fault. Carlos drifted across the track while Checo stayed mostly straight. So while Checo could have easily avoided it, Carlos was the one who drifted over.and the wreck is on Perez alone.
I don’t know dude, but Carlos had track position on Perez and was following the racing line. Perez didn’t yield but had lost position to Carlos. I'd put it a bit more on Checo since he's the one behind in the vortex of danger, with better visibility on what's happening, and having space to the left. Both were going for Charles' slipstream and Sainz lost Checo's exact positioning in his blind spot since he lost ground with the understeer into the corner. I'd say 45% Sainz for not checking his mirrors, 55% Checo on tunnel visioning on Leclerc and forgetting he didn't finish the move on Sainz.I put most the blame on Carlos, both cars were drfits over to the left based on the white lines on the surface, Carlos just drifted a little move over. Perez just wanted to hold that line behind Charles and it bit him. I’m glad no penalty though…

However, I do think VCARB sending him out to steal the fastest lap from Norris when he wasn't eligible for getting the point (since he was out of the top 10 with no shot of making it in) is pretty obvious collusion, since it only benefits Red Bull and Verstappen by denying Mclaren the extra point.
At the minimum, the rule should be rewritten to say fastest lap by a driver who finished in the top 10, not fastest lap overall, but I'd make the case the beneficiaries should also be docked points.
