gas pump clicks off repeatedly when filling gas

I've had this issue when filling gas at any pump; the pump clicks off immediately and repeatedly every time I try again. To workaround it, I flip the gas pump upside down, and that allows some of the air inside the tank to release while being able to fill with gas normally. I notice when filling the ethanol, I have no issues filling normally because those pumps don't have the vapor locks. I've heard to unplug the purge valve when filling to see if anything changes. I tried and no luck. I also removed it and blew air through, but nothing came out. With the purge valve not being the issue, it's hard for me to think it's the charcoal canister, the car is a 2022, and I feel like it's too new for it already to give out. If anyone has any other thoughts, please let me know. The car will sometimes throw a code after filling gas, maybe once a month or so. 191004 Tank ventilation line valve, control: line interruption

I’ve noticed this when I’m almost empty like 1 bar, or Chevron pumps for some reason. So I just use Shell and get gas when 2 bars are left.
