I tune a lot of people in Australia, and while its true those mainlines typically read fairly low, i feel 400whp on E50 is still lower than average with what im used to seeing on mainlines. work with the tuner or find a new one as already stated by others.

check your coolant for the intercooler. maybe theres air or its low.

are there any check engine lights? when did the high IATs start? with the HKS intake? or were they always high?

If you are in Cali, your 91oct is trash. It's more like 87oct over there. So I would not bother trying to go crazy. Just run the OTS and make sure it's for Cali 91 and not for regular 91.
