late to the party here, but as others have mentioned, if you are having issues with the car after a tune then its'll likely the tune causing it and Not the actual flashing platform. the flashing platform is less import than whats actually altered in the tune itself.

I tune a lot of people in Australia, and while its true those mainlines typically read fairly low, i feel 400whp on E50 is still lower than average with what im used to seeing on mainlines. work with the tuner or find a new one as already stated by others.
If you are in Cali, your 91oct is trash. It's more like 87oct over there. So I would not bother trying to go crazy. Just run the OTS and make sure it's for Cali 91 and not for regular 91.
When it comes to fuels there are two important things to note. OCTANE rating vs ETHANOL (alcohol) content. Generally speaking the Ethanol content is the main thing that affects flow capabilities of a fuel pump.
