@Link, I'm stuck at exactly this point. Were you able to work through this?
Yes, it was unfortunately a PITA but I worked through it. TIS hotline wasn't super helpful as I couldn't get anyone with enough experience with Toyota ISTA installation. They did however, credit me 2 days since the software wasn't initially working.

Here's some notes which you may find helpful:

-Brand new laptop with Windows 11 Pro x64 with 250GB SSD
-Logged in as administrator and disabled firewall and antivirus for the installation and later renabled once everything worked.
-Installed GTS+ and Toyota ISTA per the TIS website instuctions (make sure you download the latest versions that are compatible with one another). I ended up uninstalling software a handful of times and starting from scratch since the initial installations did not work for one reason or another.
-GTS+ InfoCenter should automatically pop up in the bottom right notification area when you log into windows and should say "GTS+ Ready". This is a requirement for Toyota ISTA to work according to TIS hotline and I found it be to be required as well.
-You need to log into GTS+ before starting Toyota ISTA application. To do this, double click GTS+ application and it should take you to login screen. I used Miscrosoft Edge as web browser. I used United States and Public User on the drop downs with my active TIS credentials.
-I didn't need to mess with configuration settings on GTS+. As long as I was logged in, Toyota ISTA worked for me.
-Launch Toyota ISTA by double clicking Toyota ISTA application. You should get a large Supra splash screen as it loads and ultimately the application will show up. You will need to configure the connection settings to work with ethernet.
-Toyota ISTA will not boot if you do not have an active TIS account. This is somewhat unfortunate as I thought it may be standalone after installation. This is not the case.
-Toyota ISTA boots even if no vehicle is physically connected via ethernet. In this configuration, you can still use certain features of Toyota ISTA by inputting VIN for example. I was able to look at system diagrams, descriptions, and other info. However, you will not be able to use the diagnostics feature or upgrade firmware as there is no active connection which makes sense.
-An interesting hack that I found was that if you leave Toyota ISTA application open (computer is not restarted/logged off), Toyota ISTA will continue to function even after your subscription period has ended. It seems that the TIS subscription is only required for Toyota ISTA to boot but it doesn't continuously check.

So I attempted to update my car yesterday, but ran into issues using my Windows 11 laptop. After creating my account and buying the two day license I installed the GTS+ software and then the latest version of ISTA. ISTA would not launch. I'd double-click the icon and the cursor would spin for a 5 seconds or so, then nothing. On the TIS page where you download all the software, under the Supra section, there is a note to install a previous version if the current version would not launch. I did that and was able to successfully launch the software and connect to my DCM via a BMW Esys cable I had bought on Amazon. After the diagnostic scan, this version would only find the old ISTA firmware versions, and noted mine was newer, so no use to me.

I tried re-installing the latest ISTA software, run as admin, disabled the firewall even though exceptions were entered during the install process. I eventually fired up an older Windows 10 laptop, went through all the steps and GTS+ Infocenter taskbar icon shows online, but once trying to log in to the actual site, it barks about the Windows time being off, possible license issue, blah, blah. Nonetheless, I clicked on the ISTA software icon to launch, and I got the actual software pop-up indicating it would launch, but did say it was not licensed, so it stopped loading.

So it sucks having to wait to call the support line until tomorrow, but we'll see what they come up with. Right now, all I can say is they note there could be an issue launching the latest version of ISTA, using the older version won't get you the new firmware, and Windows 10 seemed to work for the newest software, but Windows 11 didn't. I almost want to buy another license just for the Windows 10 laptop.......will see if I can make it through the day without doing so.

Sounds like the exact issue I ran into. I actually attempted the same troubleshooting step to run on another machine that had Windows 10 but the license is linked to the computer so that was a no-go and I didn't wanna bother with trying to get TIS hotline on the phone anymore. I imagine you can talk to TIS hotline to request that they transfer the license to the one running Windows 10 and go from there.

So tech support basically reset my license and I logged in with my Windows 10 laptop to register it by logging into GTS+. Confirmed ISTA 4.57.31.32356 would launch and he offered to extend my license another 2 days. He did not have an answer to why the newest ISTA software would not run on Windows 11 as that wasn't his specialty. So I would suggest using Windows 10 if possible to do this at this time, but maybe they fix it at some point, or come out with a new version. The old version that ran on my Windows 11 laptop, but did not have the current firmware for my 26, was 4.51. 23.29746 for reference.
