Need Help: Escort M1 Dash Cam recorded incident but can't read license plate from video

Sorry for the double post, but in need of some timely help:

My new Phantom Matte Grey Supra was just damaged by a pickup truck who swerved on purpose to kick up rocks from a side dirt road. (That's the last time I let Google Maps re-route me due to an accident) Anyone tech savvy that can help me with video footage and enhancing? I captured the incident on my Escort M1 Dash Cam and have the raw video footage (@1280 x 720 x 60 fps @ 16:9), but the license plate is not quite readable using the tools I have on my PC. I'm not sure how best to zoom/crop the footage to get that info for the police report without it distorting. Any video gurus in the community that can help and work some miracles? My paint is all chipped up after a pile of debris hit at 60 mph. Terrible fate for a Phantom Matte Grey Supra. The guy immediate sped up to 100+ mph after swerving into a dirt road. D-bag city.... Need Supra MKV CSI stat :(

Sorry to head about your supra. People are dick heads. What are you trying on your computer? Any chance surrounding stores might have footage or better view of plate?
