Need Help: Escort M1 Dash Cam recorded incident but can't read license plate from video

Need help from the Supra MKV community. My new Phantom Matte Grey Supra was damaged by a pickup truck who swerved on purpose to kick up rocks from a side dirt road. (That's the last time I let Google Maps re-route me due to an accident) Anyone tech savvy that can help me with video footage and enhancing? I captured the incident on my Escort M1 Dash Cam and have the raw video footage (@1280 x 720 x 60 fps @ 16:9), but the license plate is not quite readable using the tools I have on my PC. I'm not sure how best to zoom/crop the footage to get that info for the police report without it distorting. Any video gurus in the community that can help and work some miracles? My paint is all chipped up after a pile of debris hit at 60 mph. Terrible fate for a Phantom Matte Grey Supra. The guy immediate sped up to 100+ mph after swerving into a dirt road. D-bag city.... The attached was the closest I got to his license plate in the 5 minute video segment the cam captured. (this was not the actual event). This is my first time using the actual video from the cam (actually just put it in a few days ago) and I was under the impression the capture resolution was better. My mistake. Wasn't really thinking straight after it happened and it's not an event you plan for (or even think of)

That just plain sucks...I would be so pissed. Hopefully someone here has high end video editing software.

but I think you need Hollywood "enhance" NSA level upscaling to get anything out of this...
police report? Any cams in the area?

I'm sorry to hear about the incident and I can only imagine the anger you are feeling. However, before going too deep into this to get back at the a-hole, it might be less stressful to talk to your insurance folks for comprehensive coverage. If your policy is sound, it will cover repairs for such damage.

I would also report the incident to your local authorities to keep your video on file. You can use the report to file your claim as well, not that it should be needed by your insurance.

GL on the repair. I believe in karma and such a-holes usually get something deserving.. maybe not today but it will come.

There's not enough detail in this video to obtain a license plate. You need a 1080p or 4K cam going forward. The bitrate on this footage is also very low, which makes it even harder to obtain any detail.
