4” high flow catted setup to dual 3” (like the ETS as they don’t offer catless)

Because of fluid dynamics. It's simply more volume to relieve back pressure on the turbine wheel, cats or no.

If I'm not wrong ETS offers a 4" downpipe. But I can't remember if it is catted or catless. You can also contact BoostLogic they offer a 4" exhaust with the 4" downpipe. Contact them and ask if you can buy the 4" dp by it self without the exhaust.
