That means it can not be titled in the US again. It’s a parts car but I have heard stories of them sometimes gets exported to other countries which has lower standards where they can be driven on roads once more.What do you do about that certificate of destruction title?

I once scored a nice second-gen Eclipse GSX that was lightly water damaged (almost no evidence of it), and despite it running and driving perfectly, it had been branded a 'JUNK' title, and there was no going back from that.
