It’s not yearly in Illinois, but yes - as an engineer who spent the first 15 years of my career developing aftertreatment and OBD, you’re correct on how this works. This statement is for everyone else, because razorlab already knows he’s right ?
Yea this yearly inspection crap sucks. People like to talk S on California but at least when I lived there I didn’t have to do inspections every single damn year.

They don’t do tailpipe here either. Pretty much stopped doing that in most states, if not all. It’s all OBD2 scan and visual. California even moved away from tailpipe testing.

Almost all of Ohio doesn't do inspections. Cleveland area I think is the exception. Plus Ohio clears out in the winter when half the old people go clog up Florida

Oil change. Decided to install a oil billet cap. No need to transfer the oem bypass valve as the new one comes with one. Tried actuating it by hand by was unable to. Not sure why the oil has some form of separation marks in it.
