Called the local Toyota dealership and they said they can’t do the recall.
This happen to anyone else

If they cant / don't want to do the recall, can they / do they want to do, normal service work? Given servicing requires plugging in the ISTA laptop presumably they don't want to do that either.

If it's a full authorised franchised dealer I'd be surprised if their Toyota franchise agreement permits them to decline recall / warranty work. Usually the franchise agreements require them to purchase all mandatory "Toyota" equipment, licences and send techs to all training courses, all at the cost of the dealer.

In the first instance you'll likely use another dealer.

If you can be bothered, it might be interesting to raise it with the national importer (Toyota US?) that one of their franchised dealers is refusing to do recall / warranty work.

Called two dealerships. Both said the same thing. I found a dealership in another city an hour away.

seemssilly. They can sell the car but not work on it.

Honestly, you want to take the car to a dealer who has experience working on them. It's worth an hour or two drive versus having some amateur brick your ECU (this has happened to a number of people at incompetent Toyota dealers). Bricking the ECU is not trivial and some people have had to wait a month or more just to drive their car again.

This is it. It's worth it. And honestly, good on the dealer for turning down the work.

Maybe they bricked one and said "not again on my watch"...

OP, ask around on the forums or some of the Facebook groups for a good dealer near you. I saw some good Facebook posts where owners were sharing dealer experiences and which dealers knew what they are doing with the Supra and which ones to avoid.
