He said he was in a parking lot. Police aren't going to touch an accident on private property.
Ahh I see, well it was a school, could be public school? Police absolutely have to get involved then? either way a shitty deal.

How about replacing the door?
Absolutely no way that damage justifies replacing the door. It's difficult to tell from the OP's pictures but there is a very good chance the metal door skin can be corrected without paint or body work. Good PDR guys can work wonders. A good PDR guy might be able to repair the metal. If that is possible, all that needs to be painted would be the plastic door trim/garnish.

I specifically asked one shop if they would report to Carfax, they told me if it goes through insurance, yes, otherwise, no
Carfax buys it's data from a lot of different sources. They also scour public records. A friend paid out of pocket to repair his bumper at a shop that does not report to Carfax. They used a OEM bumper from the dealer. The repair mysteriously showed up on a Carfax 3-4 months later. The body shop definitely did not report the repair. He got 3 estimates from different shops. They think the estimating software reported the data after the estimate. The VIN is inputed into the software to calculate the repair cost. And to generate a parts and materials list for the repair. I guess it's possible the dealer sold info too? I really have no idea? It was really strange.

First estimate came in at $1700. Getting 2 more.
Definitely have a couple of good PDR guys look at it also. That door skin might be repairable without body work if the paint is not broken. Only the door trim/garnish would need paint if PDR is possible. I'd even consider replacing the door trim/garnish with carbon fiber if that were the case.

When body shop or any repair shop buys OEM part from a dealer, they need to provide VIN# in most cases. with that information, carfax will know it was repaired.

Also, whether it was in private parking lot or public road, accident is accident. if it's reported to them, they will have to make the report.
