Anyone know what they mean by" The concept's chassis features lowered front and rear suspension using original equipment (OE) components." ? I assume they mean the control arms are still factory but how can components of a race-car's suspension really be OEM??

GT3 rules require suspension and engine be OEM, and be tuned, not replaced. A70 had a better explanation of it but yeah, more or less that.
