A quick update: OP accepted my offer to refund the 2% fee he mistakenly believes I'm pocketing. He requested this privately, not publicly.
Even though I'm not responsible for this fee, I was willing to refund it to bring this issue to a close.
As he made this issue public, it's only fair for me to share the direct message he sent to me.
However, when I went to refund him the $27.17, it came to light that he'd opened a dispute with Paypal. His request? I refund him the complete 5%, which amounts to $67.93. He didn't dispute the $27.17 amount but the total amount.
Despite acknowledging that Paypal retains at least 3% of the transaction, OP has insisted we are pocketing an extra 2%. However, when it came down to it, he decided to push for a refund of 5%. So, it's not just about me absorbing the extra 2%; he also wants me to foot the bill and cover everything for his change of heart.
Upon informing him that I could not process the refund while a dispute was active, he responded by expressing his willingness to close the dispute. Interestingly, he also mentioned his desire to purchase another part from us. This is quite puzzling, given his previous allegations of theft and dishonesty against us.
All the posts about him thinking we're pocketing 2% seem to be a distraction from the real issue - he wants me to cover the full 5% despite knowing Paypal takes "at least" a 3% cut.
I said no to another deal with him to avoid the same issues. I told him politely, and I'm still waiting for him to end the dispute. But it's been a while since his last response, so who knows?
At this point, I've decided to step back from the issue. If he cancels the dispute, I will still refund him the $27.17 as promised; if not, and Paypal decides I'm responsible for a refund because of his change of heart, then so be it. The time wasted going back and forth and the stress of being publicly called out over this issue is not worth it.
I'm blessed with a successful business and a supportive community, so a $67.93 fee won't break the bank. What's disappointing is the level of behavior some people will resort to over a mere $40.76 (the amount he would end up paying after my planned refund).

Hope he doesn’t cancel his order.This is what I do, to avoid fee issues, but in my experience PayPal always refunded fees for me so hopefully that stays the case ? at the end of the day this whole situation is getting a little out of hand for everyone and I think it’s best to move on
