I got this quick ramp up at 4k that maxes trims out and i want to chill it out a bit there and smooth the hump out a bit. Would i adjust duty bias up a bit to slow the wastegate down a tick or just lower boost

Current settings in that area are

Boost Duty Bias
3.5 - 20. 41
4 - 22. 44
4.5 - 23. 47
5 - 23. 5 50

could pull 4k back .5 psi and same for 4.5k .5 psi trying make a nice linear boost ramp up the rest seems pretty good.

I think it'd be best to just choose more realistic boost targets so the car DME doesn't max wastegate to achieve target then immediately overboost when you hit it. not sure if true, could just be the trims going max too. try this

You could definitely try bumping up duty bias a little under 5k to see if you can get it a little closer to target since it is still 2-3 psi under. Also dropped DB at 5k since there was a throttle closure that pulled a little timing.

better question for Terry is why you car isn't spooling till like 4k. Stock turbo should be able to hit 18-20 fairly easily by like 3500 and you are at 8. I can see that it is running a lot of timing to hit the load target down there, not sure why not boost instead.
