EPA won't cut it, you need a CARB approved with EO number catalytic converter for NY Emissions standards. NY adopted the California standard and sadly, EPA approved doesn't qualify.
Unfortunately no one makes an aftermarket down pipe using a CARB approved catalytic converter.

Embrace the annual downpipe swap. It’s the only way. And do it a week or so prior to inspection.

Do you guys have the sensors on check? NH does, as long as the CAT is ready / on youre fine.

Do they do a visual check on the downpipe? In Cali, techs are supposed to verify that the catalytic converter is OEM or CARB approved with a stamp on the housing. They get down and use a mirror under the car.
It’s easy to pass an emissions test with a high flow cat as long as there are no CEL. First hurdle is passing the visual inspection.

Depends on the tech. I lived in California for 35+ years and inspection is much more lax here.
My current tech in NY doesn't even pop my hood. As long as the OBD2 checks pass, I'm good.

Yeah same here. I've had the same mechanic since I was a teenager and they are a family of car guys. They just plug my car in and then slap the sticker on and I'm on my way in less than 5 mins.

I recently looked into this as I'm in NY as well and NY did change laws in regards to inspections recently.
In the 1990's NY adopted CARB standards.
In 2023 NY made a change that requires all Catalytic Converters meet CARB standards. These CARB compliant converters should have a CARB number stamped on them or a CARB sticker.
However, NY does not require the sticker or the stamping in order to pass NYS inspection. While they want the parts to be compliant, they don't require proof (yet).
Downside, it's possible a tech doing the inspection sees the aftermarket downpipe and converter, knows there is no such thing as a CARB compliant converter in the aftermarket and fails you. I'd say that scenario is unlikely.
Every NYS inspection I've had done in the last 10 years they simply plug into the ODBII port and check for CEL's and make sure the readiness monitors are good to go. If they are you should pass. I've never seen or heard of them doing a visual check on the CAT, except maybe verifying you have one.
Future: With the SCOTUS ruling and the passage of the CRA removing California's EPA waiver for stricter emissions standards, other states like NY who adopted the CARB rules, will have to either make their own rules or follow federal EPA guidelines & rules.
