I’ve tried using a lot of force with my hand to pull the JB4 connector out of the OBD port but don’t want to risk breaking either connectors.
has anyone had this issue and know how I can safely remove it?

Theyre a little sticky especially new, I just try to get a good purchase on the jb4 plug in and try to hold the obd port from moving, it should come out tho.

Yes, it does stick and I couldn't pull it off by hand. So I use a set of Knipex pliers to "gently" pull it off. Doesn't hurt anything if you don't try and crush it.

It isn't stuck and you should stop trying to force it. There is a clip that faces the inside of the car that needs to be pressed towards the outside of the car in order to remove it. I use a medium sized flat head screw drive to push it is so it can be removed.
