In the US he is considered a minor, and generally you dont see minors charged as adults (except in extreme circumstances). As a minor, there are different traffic laws. Im not completely familiar with law in FL, but generally, this kind of activity means he will lose his drivers license until at least 18, and in some states, up to 21.

This happened 20 mins from my house. FL State Troopers sit in the express lane because people are stupid enough to drive like this in them all the time.
