Car still won't start after replacing dead battery

I have a 2020 Launch Edition that is hardly driven (1600 miles). I have been using a battery tender to keep the battery charged, but when I do drive it, it's only for an average of five to ten miles.
I tried to start it yesterday and the battery was so weak that it barely turned over. I ran it for a few minutes, turned it off, and charged the battery. After charging the battery, it read 12.6 volts, it would not start. Just got a click, and the starter doesn't even attempt to crank.
Brought the battery in to get tested and the cca only registered 70amps. Considering the battery is six years old I went ahead and purchased a new direct replacement BMW battery, installed it, and got the same thing. Just a single click when I hit the start button. Everything in the car has power, I'm able to lock and unlock the car with the key fob. Can open the hatch, and onboard display is working (pic attached).
My questions are:
1. Does the ECU keep the car from attempting to start if the battery was too weak on the last start? If so, is there any way to clear that using the OBDLink / BimmerLink without the engine running?
2. How can I put the car into neutral without the engine running?

Any assistance is greatly appreciated.

Did that, not sure if it registered since the car wasn't running. It did indicate that it registered.
Since registering a new battery only affects charging, don't see why this would prohibit the car from starting.

Not a Corvette.
Car will start and run without registering the battery, something else going on. Check fuses, starter, etc.

Editing to add: your display shows "Cont. driving possible", so one or more modules threw a code. Try clearing the OBD codes with Bimmer Link...

Did you figure out what the issue was? Mine is doing the same. Thought it was the battery, replaced 2 but does it, and even more so when the car is hot. I am inclined to think it's the starter. Mine has only 2,000 miles and always on a CTEK charger so I'm pretty astonished at how junk the starter is if it failed on a practically new car....

I've read that this is known issue with lightly driven cars. The problem is likely the starter or starter grounding. Battery tenders do not exercise the starter.

Yeah having a hard start when the car is hot sounds like a ground issue…
