I thought instrument cluster holds the actual odometer info along with ECU of course to prevent this super easy ECU swap fraud (and also for legit swap reasons)
Not that changing the clusters info isn't possible, but many, especially high-end cars would have done it all the time. (Analog cluster vs digital) I believe they did back in the day, hence the "upgraded" security....
I remember reading about a Ferrari fraud couple of years back..
