Pretty sure they just pull you over, and probably are targeting vehicles they predict are modified (sports cars, anything modded / lowered, trucks maybe)

Ooooooooooooooookay. Thank you. This makes sense. So at some of the places I work they do checks for various types and levels of radiation as vehicles are driving past. My mind went there, not literally pulling people over to do smog checks. I'm tired. Also, I suppose it pays to live in a red state at times, amirite? The day they start doing that in KY is the day 1/2 of the vehicles become non-road-worthy here.
Think about it like a DUI check point. They cone the whole street off and force you to go through a line. Then they pick and choose who goes on the smog machine. Its literally a dyno on trailer with a sniffer machine right next to it. They pop your hood and do a visual inspection too.
