Did Adam also just insinuate that a three-pound iron vibration damper is in fact a counterweight for a 3400 pound car? That must be why it's tuned to 48hz then, right? For that 52/48 weight distribution problem?

It's an inside joke on this forum, referring to another clown that tried to insult some veteran members here, and those were his exact words. So once again, you're yapping without even knowing the context, and digging a deeper hole each time.

You know manufacturers rarely install components that are totally superfluous if for no other reason than it hurts the bottom line. Every dollar they can save on a component that the average customer never sees is pure profit to them and if they can save even $10/car on components and manufacturing at 100,000 units then thats 1 million dollars onto the profit margin. So there's very little motivation to add things that aren't necessary. So if you don't know precisely what a seemingly innocuous component is for it's worth thinking about. I have 2 family members that spent virtually there whole careers at the test facility of a major manufacturer here in Australia and also tested a lot of stuff for the American market. I can tell you that a massive amount of work and testing goes into stuff like rubber suspension and engine mounts and components related to body structural support and flex control.
Of course if you're a "hard edged" type that can tolerate a lot of NVH and noise then there's plenty of stuff you can ditch but there are also other factors. On 2.3 Litre 4 cylinder turbo Ford engines the "hard men" remove the engine balancer assembly and put up with the blurry image in the rear view mirror and elevated NVH for a few extra hp and reduced weight and think that's the only downside. They forget that all the engine ancillary components now have to deal with elevated vibration that they might not be entirely happy with in the long term. Vacuum pump, HP fuel pump alternator, turbo etc.
The devils in the detail more than ever these days. If you don't know precisely what a components purpose is then it's better to leave it fitted, Just sayin.

Do you think the circled part is necessary? I'm looking at the CPM version mentioned earlier and it doesn't include this part. Wondering if it's necessary or not.

Probably not needed but it was part of the Cusco Brace. I guess each manufacturer has different approaches for their products.
